Description
An online package management system through which people can upload new packages for the Pacman repo would be nice.

Much easier to do now that we're moving to pup: just involves uploading a build.sh and patches now, and presenting an interface through which users can see whether their upload built or not (and authentication, of course). Almost doesn't need the complex system we were considering previously. Will put this one off for a while.
